Regarding torrents, yes, they're illegal. However it's such a big thing that they almost don't even bother stopping it anymore.

Tokyotosho is better than Nyaa, however most things on Tokyotosho are on Nyaa anyway.

Hm, yeah. My brother downloaded bittorrent on our computer, can't really vouch for how well it works.
