I'd just go to the shop you're looking to buy one from and ask them. It's their job to help. I'd help but I haven't got a clue about graphicc cards etc.

Are you after an AGP or PCI-E graphics card? If youre uncertain you can find out quickly install CPU-Z and the click on the mainboard tab and if youre still uncertain post what it has there

If your looking to save on shipping costs I suggest RadioShack or any store that has the ship to store option.

Radio Shack has a few good cards for under $100, such as this 512MB and this 1GB

Well I want to put my computer to a HD tv (I think like a 32 in or smaller idk either I would use a VGA or HDMI to hook it up) that I'm hoping that I will get...but I want to play downloadable MMO's (AVA, Mabinogi, Akia, etc)

I think you should go for one with at least 1GB of memory especially if youre playing at higher resolutions, to be honest I am not sure what you should get, if you can get a second hand HD 5770 with 1GB memory that would be perfect for those games and every game that is currently out. I know you could easily pick up an 8800GTX to play those games on as well as other more recent games but its not something I would buy myself. Those are around $100 I think.

You might want to take into consideration your power supply wattage too, some of these cards will require more than a standard PSU. Anything over around 600w is usually fine with most setups.

What are your other system specs? If unsure right click Computer/My Computer and click properties

Got fairly decent specs, just don't go any higher then the 9400gt unless you plan on buying a new PSU.
