Default How to force delete a file?

I have a file on my computer that I want to get rid of. The computer keeps acting like it's open in another program. This is bullshit, it's not. How do I bypass this protocol and delete it manually?

you sure its not a file you download? like... With torrents... when its 100% and you still have the programe that downloads it.. you cant move it or delete it...

otherwise ^_^ dunno..

It was from a folder that I downloaded. I moved some stuff from the folder to out of it, and then deleted the folder and every file except this one.

Have you tried opening a DOS box and deleting it using the command line?

If you don't find any other way, boot into another operating system like Linux and delete its there.

I know this sounds stupid, but why not try restarting the computer? That way, all processes that might be using the file would be stopped.

Then just delete unneeded files with it.
