I believe everyone should be required to take an exam that tests their knowledge on the canidates, issues facing the nation, and economic principles before being allowed to place their vote. I'm tired of igorant fools voting for canidates because of aspects that have nothing to do with government leadership (ie race, religion, gender) and then complaining when said canidate does a lousy job.

As for the age, sixteen sounds good to me, even though I know plenty of thirteen year olds who could make a better decision than half the adults in America

I think the age should stay the same, but there should be a new requirement for everybody who wishes to vote. I know this is impossible and will never happen, especially with the financial situation, but if you want to vote you have to take a small class on politics. That way, at least you will have some knowledge on the issues. Like said above, I know some teenagers that know more than adults on certain things, so the age filter doesn't really help or do anything. But on the other hand, I know a lot of teens that know absolutely nothing about politics. So, if they really wanted to vote, they could take a short, small class that would allow them. What's good in my school is we have to have a credit of political government to graduate, so we all have some basic knowledge.
