Uh, it probably will. You have no idea how powerful the Hollywood lobbyists behind this bill are. Congress has a history of bowing to the entertainment industry's every single wish, and I expect the outcome of this to be no different.

I doubt it will pass. As powerful as lobbyists are, there's also the fear of losing the loyalty of their constituents, especially in the house. In order to stay in office, politicians have to appeal to both sides without upsetting one too much. The reaction against the bill is indicative that there will be some resistance from congressmen that don't want to lose their seat next election term (especially ones that feel that they are already being threatened by other candidates). Even if it does pass, just wait til a crackpot civil rights attorney takes a shot at it. The Supreme court has a history of ruling against bills like this. The history that you speak of is not absolute though. Shortly after the invention of sound in cinema, the government planned to move AGAINST the industry in order to censor some of the extreme objectionable material that was leaking through. The result was self censorship by the studios that was unwanted by both directors and producers. Cinema became less creative and less free because of the threat of government censorship. That is an example of the government not bowing to the industries wish to keep itself a free form of expression. There are other small examples of this happening, but the point is that the history of the government bowing to the wishes of the entertainment industry are far from absolute and one can't predict this outcome based on past results because of this.
