What an admirable man. He was severely burnt and in intense pain, and all he could think of was his family in the still trapped in the burning building.

What could have happened for the one paramedic to arrive 27 minutes after being alerted, while a fire and rescue unit arrived 10 minutes after the emergency calls?
The article doesn't specify the reason for the paramedics lateness, so what do we all think?
