I think the point that is trying to be made is that if you meet up but talk over the net and claim to be Bf/Gf - that's fine because you have met.
If you have not met, but claim that, then it's not fine - however that doesn't really mean that you don't have a slight romantic interest in them. You may not be able to meet up yet or whatever - so if after you meet up and everything them claim it I see no harm in that. But claiming it BEFORE you have actually met is different.
