It's basically about WWII and the reenactment there of but the countries are in the forms of bishounen guys and some bishoujo girls.

There are some technicalities over-looked or not mentioned much or at all though.
Like how England actually represents the whole UK but he's just called England.
All the characters also have names (aside from just being called their countries name).

I suggest reading Wiki about it.
