Well, going by the calendar year of 2011, I think that it's been a pretty weak year in terms of movies. There isn't a great wealth of great movies. But even with that in mind, I'm a bit hesitant to put Rise of the Planet of the Apes in my top 20.
I mean thinking about the great movies so far, the ones that come to mind are:
The tree of life (Great, although not as great as it aspires to be)
Jodaeiye Nader Az Simin (A superb Iranian film making it's ways through numerous film circles)
Melancholia (This one is marginally great. It does have it's inhibitions so it's not a masterpiece or anything)
Drive (Gosling is such a powerful actor. Couple that with great direction, and sharp scripting and you have a great movie)
Midnight in Paris (Woody Allen at his finest.. Almost.)
Take Shelter (Another Marginally great movie)
Poetry (It's USA release was well into the 2011 season. As well as it was outside of Korea)
But other than that.. I don't know if there are any great movies. There are other good ones, that I would probably put ahead of Rise of the planet of the Apes though:
Hanna
Attack the Block
The Guard
Super 8
The Ides of March
Rango
Jane Eyre
Contagion
The Skin I live in (Maybe..)
The Kid with a Bike
Like Crazy (this one might go in the great Category)

Those in my opinion, are better than the movie in Question. And that's just before award season goes into full swing. At least, in cinematic terms. I can see arguments against a few of them. The central problem with Planet of the Apes is that it doesn't feel like a complete movie. The acting (apart from Andy Serkis) was poor. It had some great sequences but it often failed to build on these and ended up falling a bit flat in areas. The film falls short when concentrating on humans, when the apes are not the main concern of the filmmakers that is.
