You must collect all 16 badges and beat red, then prof. Oak will give you a choice of a kanto starter. ONE starter.

i hacked the game (I used R4 card and used certain programs to have perfect everything)

platnium, you can get squirtle after you beat the whole game. (I think, i had diamond) if not, check the interwebs :O
