On your ankles ... ? Weird, never heard of that as a result of heels!
If you find that the shoes are rubbing against your skin because they're a little ill-fitting, you could try using insoles. My only other ad-hoc suggestion for blisters on your ankles is wearing pop socks or low denier/tan tights!
