It all started a year ago. Met her in one of my classes. We talked, started hanging out together. At the end of the year, I told her how I felt about her. At the time she said that she just didnt want to date anyone but I'd certainly be someone she would date. We kept in touch over the summer, we hung out almost weekly. At the end of summer she told me how she felt about me. At the same time, she explained how she still couldn't at the time due to her own life and how she wanted to focus on school. Now its the school new year, we talk nightly, we still hangout weekely. I'm certainly not over her. We both have our own issues. We both really care about each other. I'm not certain if she still has those feelings or has just decided to move on. At this point, its almost impossible to let go. I wish to either be more than friends with her or just have the power to will myself to be satisfied with just being friends. What do i do?

Play it by ear, me thinks. But don't let her keep you from pursuing other women. Wait for her for an amount of time you deem acceptable, ask her out, if she rejects you, move on and just be her friend.

You can't wallow away in hoping for something that may or may not be there.

Trust me.

Like Jared said, wait until you just can't anymore and then bite the bullet and ask her out again. You will never know unless you ask. If she rejects you, don't let it sour things between you guys. Sounds like a good opportunity for friendship here.
