Ya I can't stop. I always put things off until the last minute. I do NOT know how to stop.
I swear, everything, even sleeping, i'll be watching anime and i'm thinkin 'One more minute' and when the episode finishes i'll think something like 'meh i can watch another episode or two, i still have plenty of time to sleep' and then it'll keep going on and on. Homework? Even worse. Projects? Talk to me at one oclock in the morning 8 hours before it's due. I have no time-management skills. I suck at all classes that require note taking ( i do really good in philosophy,french and science). My math is a puny 69, i know i could do better than that but, still, i can't bring myself to do it unless it's at the last possible minute. Honestly, i really wanna improve my grades cuz i won't make much of an environmental technician with such poor math skillz. I need a way to make myself study and finish homework/projects/assignments on time. HEEEELLLLPP ME!

Give yourself a sooner due date, like. If you normally have to have the home work done by 8am, tell yourself it has to be done by ___ whatever time that day and if you don't, punish yourself. Don't allow yourself to watch your favorite shows.
Or if you want to watch one anime tonight, and land up watching three tell yourself none tomorrow. then the day after, repeat, watch one or watch none.

I too have a similar problem. In fact, it used to be amazingly bad. I would sometimes put things off until literally a few minutes before the class began where it was due. Needless to say, unless it was a completion grade, I wouldn't get a good grade on the homework. Many times I would wait until the period before a test to begin reviewing, and I would cram a lot of information in. Sometimes I would get a good grade, sometimes I would get a bad grade. Starting in high school, I forced myself to stop this habit as best as I could.
Here's what I did: When you have an assignment, and you get home from school, set a certain time that you will do it. Set your alarm to go off at this time. When this alarm goes off, you must stop doing what you are doing, and do the assignment. That's what I did, and it worked. You'll have to use your creative juices to find ways to force yourself to do it, use the technology around you to alert you when that time come along. Just force yourself to do it anyway your can. Program your TV to shut off. Program your computer to turn off. Anything you can do, just work to identify the time, have everything around you buzz off, have your TV and computer shut down, and then get to work on the assignment. Or sleep, if that's what you need to do. Sleep is important, you appear to know that.
Just tell yourself that if you don't get this work done, you'll have to rush at the last minute and your work might not be as good as getting it done a head of time and still having time to edit it.
