It depends. In certain situations, like a jail or prison, you can be.

Meh~They can legally strip search minors. I went to Clarion Psychiatric Hospital and they forced me to do a strip search. =/ I'm only 13, so it was wayyyy embarrassing. And yes, they make you take all of your clothes off. They aren't too speedy about doing it, either...
