Do sexual things trigger these panic attacks? If not, and you just get them and are afraid masturbating might cause one, start off slow. Look at some pictures and get yourself aroused. If you're feeling good, try and masturbate. Just know that it's okay if you can't, or if you're not feeling up to it. It's perfectly normal not to masturbate, or even feel this way about it. Just go about it slowly if you really want to start again.
If sexual things do trigger panic attacks, I suggest you try and talk to someone professionally about that. You are a teen, but that can get worse and become unhealthy for you socially once you are an adult or begin dating. It won't hurt you physically, but physiologically and it might damage any long term relationship you may have with someone if sex comes up.
