It's probably a technical problem you're having. I'll keep investigating and see if I can find out. If I don't figure it out, the admin will take care of it when he sees your thread.

After the last person's reply in the thread, there's a grey bar that says "tags" and then below that there's a blue one that says "Quick Reply" Do you see that? If so, on the right there's a arrow in that bar, click it. It should appear then. If you see that blue bar though. If not, I'm sure admins will get to it soon.

This issue is definitely on your end. Have you tried a different browser?

Mozilla, chrome, explorer.

To the admins and mods, is there anywhere under options and stuff that you can turn this on/off? I looked quickly but I didn't see any.
