No it's bigger then that, and when I go to my profile it's there, but it's not here on the forums. & it says 'Upload of file failed'.

It's exactly 200x200, just like it should.

Pretty sure you uploaded a profile picture, not an avatar.

I had this problem too when i was new.
There is a way to add an avatar, and a way to add pictures to your personal page. I think you accidentally did the second one.

To add an avatar, go to Settings (on top of your screen), Then to "Edit Avatar" on the left side (under Settings & Options), and then add your picture.

If this isn't the case, your picture might be too big or to MB-heavy to get uploaded.

Michael is correct, you added a profile picture not an avatar.

We can't see it either, which probably means that you didn't upload it properly.

Okay now I get what you guys mean with the PROFILE pic and avatar and I've selected an avatar this time.
However, what do I do in order to have a picture found in Google images set as my avatar?

Save it on your computer and then upload it.
