Or does an administrator have to do it for me?

I am going to become a female.

I no longer belong in the "boys' section".

Yes sorry I couldn't find a way to change your gender, pm Capitan or Bryant and they may be able to change it for you.

Are they the only administrators?/People that can change my gender setting on TeenForumz?

No I'm certain them 2 are the only admins, I spoke to a moderator and he said he was unable to change it.
