I mean like minor/mild stuff such as theft, assault (You won't assault sometime stronger then you unless you're losing for an ass kickin'), threats, using drugs (Hard, Illegal ones), DUIers, you know that type of crime. (Because I'm not going to give a murderer a gun).

Interesting... What about manslaughter? Or (if we are talking about the U.S) Some states do not have self-defense laws. So If I grab a bat and beat someone down who is trying to rob me, I go to jail for assault with a deadly weapon.
What if I lose control of my car, or the breaks fail and I kill someone. Technically that's manslaughter, but I did not necessarily MEAN to kill someone. Does that mean I do not get to enter the military for a year?
Also what branch would you put them in? Basic infantry? What if they obviously cannot handle that? Intelligence? Tech? What about thieves? Perfect opportunity to attempt to steal military technology.
What happens to the ones who enter the military for the year but are unruly and refuse to follow orders? Are they discharged and let free? Or sent back to prison?
Will you pay the prisoners in the military? If not that's technically slavery. Even chain gangs get paid. (It's about 10 cents an hour, but they still get paid)
How will you fund the huge increase in troops? Even if you don't pay them to fight, you have to give them guns, and uniforms.

Autocracy is a form of government in which one person possesses unlimited power. There would be no need for a political party. The dictator's word is law and anyone who dissents suffers the consequences. Btw the moment you surrender some of your absolute power to another, it becomes an oligarchy. Someone is going to abuse their power and if you try to jail them they are going to try kill you and take your position and power. Even though you claim you are incorruptible (which I seriously doubt), others are and when those others have a significant amount of power, have fun stopping them. If you manage to beat one corrupt noble some of the other nobles and/or generals will group together to kill you and split the spoils among themselves. Power corrupts and people would want more power and wouldn't hesitate to seize it from others if they see weakness. You may think you got all the power, but when a noble who owns a large chunk of the country and a general who is in charge of a large amount of your military ally to overthrow you, you're fucked.
And you must be a retard if you think you can make everyone happy. Not everyone likes certain laws and policies, and if it is forced on them, they tend to get pissed. And if they have weapons, well I'll be damned, they can rebel. Even a small uprising would show weakness in your rule and someone else will use it to take your power.

By 'republic', do you mean "people's republic of..."?
Anyway, capitalism on paper fits how I feel about people nicely. Sink or swim. Make something of yourself, or don't.
But we all know it won't happen. Next would be communistic dictatorship, as much as there's a huge negative connotation to those words.
I am ruler, people get what's there distributed, there's a huge opportunity for organized crime. I like.
