Yes it's ok to wear bikinis, but it's not ok to put everything on display, especially when you're 11!!! It's not that the boys are obsessed with sex. If you wear something that leaves nothing to the imagination, what do you expect their reaction to be?
Back to the original post, I really think you should have a serious talk with your mom about this, Danny. I get that there are already rules in place (dressed by 10 am) but they're obviously not doing their job. Maybe voice your concerns for your sister's future as a result of her current behaviour and I'm sure all this will be taken more seriously.
Also, I think iMpAkT is right; it might be a good idea to find a different place to hang out with friends until your sister changes her ways.

My bikinis are nice, not rude but yep for sure his sis might have the ones that show too much of her.

I'm going to come down on the 'don't worry a whole lot about it" side.
If she's just uninhibited, she'll grow out of it. And you really can't see any more in a bra and panties than you can with a bikini.
Sometimes early teens, when they begin to feel their hormones, will experiment with exhibitionism. If you think she's doing that, you can tell her that she's attractive and it's ok to be naked with you when other people are not around, but that your friends won't understand it. She should get it out of her system. Don't shame her or it will probably make it worse.

that is kinda what my sister thinks and has said so to me. my friends are not going to see any more if she just wearing bra or panties, so she doesn't care either way. and its not like she strips down to bra & panties when my friends are around, it mainly was like i said, she doesn't close her bedroom door so last summer when they came over in the morning, sometimes she had not got dressed yet and a couple of times they saw her with just bra & panties.
she's only 11 and doesn't have big boobs or anything, but she has kinda figured out that older boys like them and pay more attention to her now because she has them, and she kinda like that i guess.
