From the sound of his fashion sense and the look of his car, I doubt it he's a PIMP. He is very dodgy indeed. You should try to see where he 'goes off' with these girls. A big of investigation.
If you know he's going off with other girls, next time he comes up in a conversation with that guy, say some thing like.
"Oh! That guy across the road! Yeah I've seen him, he seems popular with all those girls coming to his house."
Then if she says something like "I'm with him!" or "What are you on about?"
say something like "Well, he went (rough directions to investigation place) the other day with all these girls wearing (insert here).".
That'd just about round it all up without too much arguments. If she gets annoyed, then say something like "Well, I did warn you" or "Suit yourself." That'd hopefully make her suspicious and leave her doing investigation work.
Be sure to have any back-up to help you in emergencies. This guy may not have enough for a PIMP ride, but he could have all sorts hidden away, or be exceptionally fast and strong or something.
Sounds exactly the same as some of the girls in my year at school, except the man they treck about with is 50. Scary shit. They only do it so he'll go into the shop for them to get them alcohol and tabs, or to take them to McDonalds aha. But yeah, I just leave them to it. Loads of people and I have warmed them about him but they pay no attention. If you can't do anything about it, at least she'll learn sometime soon.
You say there's nothing that can be done? Really? A 20 year old going out with a 14 year old is wrong in itself, especially if they're having sexual relations, which I don't doubt. It's called statutory rape.
