Just adding to my last post; yeah okay she's allowed to be comfortable but frankly I think it's too much. Why can't she just wear a bra? I know I'd hate it if my brother walked round in lose boxers and jiggled it around for all to see; heck my mom would tell him off.

There is not a reason, my mom never wears a bra no one cares I am hardly ever in a bra at home and still no one cares when my mums boyfriend comes home from work he changes from work clothes to boxer type shorts and a t-shirt his son doesnt care I don't care every one is cool. we are comfy what's wrong with that??? You should be able to relax and be comfortable in your own home

I actually think your sis is right not to be ashamed to not wear a bra if it's uncomfortable for her at home, but what I think you're talking about is your own reaction. First of all at 14 you're going to get a hard on just thinking about breasts, your sisters or anyone else's close to your own age so it's nothing to be ashamed of. It's definitely not sick. It means you're a normal 14 y/o guy. Yeah, your mom. I'm sure your moms boyfriend is used to her breasts now, it's normal for him to be aroused over you mom, won't be uncomfortable. Nothing is wrong with all of you being comfortable; that's great. The issue here is that the OP can't relax and be comfortable in his own home which you just said he should. All his sister has to do is stick a bra on which will be beneficial to her anyway.
