Personally, I wouldn't care if I saw a 14 year old girl swimming in her pool with a monokini, and I wouldn't be a no-life to the point of reporting it. Because well, that guy next to you could've been your boyfriend, for all I cared; it wouldn't be my business anyway. But there are mischievous people out there who could get you in trouble, knowing you or not. Therefore, you should be careful about the laws involved.
You should have thought about the possible complications it could bring though: you were conscious of it, since you felt the need to ask your brother first. Now, your parents are in their right to warn you and forbid you to, since they are, indeed, your tutors. Your brother is a male, and, let's face it, almost every beach you go to, you'll see no guys covering their chests. However, you'll see most women with bikinis, (or one-pieces, or trikinis) covering their breasts. Not only it is a matter of privacy, but also for protection (sun, more sensitive skin, etc).

Your parents come home to see their 14 year olds naked in the pool... It looks suspicious. Now you can say all you want nothing didn't happen and nothing would but, as your parents, especially your mother are going to worry so much and have a doubt in her mind even though you guys said you didn't do anything. The stress and worry you put them through is bad. Even if they don't think about you going full on out sex, but just seeing each other like that and possibly leading to other stuff that could seriously worry your parents. You can deny it to them all you want, but legit who would come clean about something like this IF you did more then swim to their parents? non. and they know that as well. So please think of how it looks to them as well, not just yourself and how you want to swim without a shirt. Because at your age and with your brother and not listening to their rules you protesting how it's not fair he gets to and i don't, is just dumb. You can tell them how you feel about it being sexism or whatever it is but talk first before doing drastic things like this and have your parents worry and embarrassed. Imagine if someone you guys know was walking down the road and saw you guys together.. It'd be awkward but the person would probably tell your parents. Imagine how awkward and weird and crap that would've been for them.

Up to a certain age, you just can't be bare chested. Why? You have boobs. It's been said before. Men are attracted to them. I know my boyfriend would be pretty pissed if I walked around without a shirt, or went to a pool and had my boobs out. When you get older, you'll learn that it's an intimate part of your body, equal to your vagina and a man's penis. It's just not meant for the public eye. Just you, your doctor, parents when you're young, and your boyfriend/girlfriend. Maybe you're in your rebellious stage and you're just fighting this because you got in trouble, maybe you're serious. I don't know, either way you're going to get no where.

Though playing on her side, maybe she doesn't want to accept toplessness as a taboo because it creates a line between her and her twin she never wanted to exist. Okay, i read the situation as posted, and some things came to my mind:
1) Why would you go bare-chested as a female, while the whole world knows it's a weird thing to do?
2) Why would your brother agree with it? I sure know i would be freaked out of my sister came out with her boobs revealed.

But let's stick to 1).
As far as i learned in this crazy world of ours, females being half-naked only add to the sexual frustations of us men. Of course you are being punished for what you did, because what you are doing is creating a possibly unsafe situation for yourselfs.

Long story short: i stick with the parents. Don't let the twins out unless you earn money for it. Which we all know is not what you are doing.
