It boils down to two things: food and exercise. Calories in, calories out. When your expenditure (calories burned)

gain weight. It's all about limiting your intake of calories and then burning them. However, it's not wise to get your calories from unhealthy sources. Some will claim that you're golden if you just keep your calories low, but it really does matter where your calories come from. Stay away from anything that's not natural. If you drink soda, move on to Coke Zero or Pepsi Max (next to 0 Cal/100ml). Avoid sugar and fatty foods, of course. Pay attention to your carbohydrate intake and the quality of them. Complex carbs are good, simple carbs are bad. Don't neglect carbs; they're important, even for weight loss. Protein is an important one, too. Keep your protein intake fair. As for burning the calories, you must exercise. This can be done by either sports of exercise. I prefer a mix of both, but you should go for exercise. I recommend checking this YouTube channel out:
http://www.youtube.com/user/charliejames1975. They regularly post great exercise routine videos. It's an awesome balance of aerobic (cardio) and anaerobic (strength, etc). Follow those and you'll be great. I usually don't recommend such channels, but these workouts are spot on for weight loss and conditioning. I just think they're brilliant.
And for the record, what you heard is wrong; fruits and vegetables are great for weight loss. They contain so little calories and are so healthy that it's bloody mad. Definitely make it a habit to eat them regularly.

Again, calories in, calories out. She wants to lose weight. With the calorie deficit, she won't be gaining any weight, be it from muscle or fat. The body isn't magic. No calories to gain, body won't gain; basic biochemistry, and it's as simple as that.

I really recommend not doing this. I've done it a few times, and it's a disaster. Takes a lot of time and makes you examine everything you do way too much. Too complicated and not worth the effort. Just follow the general guidelines for healthy eating and limit your consumption and you'll be spot on food wise. Unless you're Ronnie Coleman, there's no need to panic over 0.1g of protein not consumed, or a few calories too many.

Not eating after 6 PM is a terrible thing to do for weight loss. It's all about caloric intake. When you take in those calories is irrelevant. No need at all to potentially harm your metabolism and be hungry during the most relaxing part of the day.

It's definitely not fine, even if you may feel fine physically after some mental conditioning. And drinking milk while avoiding food is contradictory, because you avoid food to lower amount of calories consumed yet milk contains tons of calories.
