I'm somewhere between 5'8" and 5'9", so for simplicity I've just used 5'9" for my height. Weight hovers between 135 and 140, I've used 138 because it's in the middle. This puts me at 20.4.

Hm, true. This is in part because BMI doesn't take into account body fat percentage. Muscle weighs a lot, so for example a body builder, although being perfectly healthy, would be quite "obese" by the standards of a simple height to weight ratio. So, it can give a general picture of where you're at but things such as muscle mass can throw it off, and you shouldn't put a ton of stock into it.
