Hey, so i noticed that my penis' head is smaller than its body, which is already small as it is, whats going on? Is it because i use tight boxers? Because i masturbate? Any way to 'fix' this? Its very unappealing for a 15 year old penis.

I'm sure it's nothing to worry about Penises always come in different sizees, looks, shapes, even colors like the color of the shaft differing from the head. So I really wouldn't worry about it. And don't worry of being small anyways, size doesn't matter THAT much.
