I would go with intervention or going to a school psychologist. If neither of those things work, police interference and rehabilitation are necessary, I'm afraid.

If you care about your friend then you will do this for them. A few week's grudge is better than a life lost to addiction.

Thing is the police is already involved, and intervention doesn't work. Nothing seems to work..

The police obviously aren't involved if nothing is being done.
